- This is a Synopsis announcement in accordance with FAR 5.201 in anticipation of a future contract award. The requirement under this synopsis is for an increase to the ceiling for previously awarded contract No. N00024-14-C-4107. The Naval Sea Systems Command has a requirement to continue the operation and maintenance (O&M) of the U.S. Navy's submarine rescue systems to perform rescue operations worldwide during actual disabled submarine (DISSUB) rescue events and training/exercise operations, equipment certification, and Operational Readiness Evaluations (ORE). The scope of work under N00024-14-C-4107 includes mobilization, operation, storage, logistic support, repair and maintenance of the rescue systems uniquely provided by Phoenix International Holdings, Inc. as the Rescue Operations and Maintenance Contractor (SROMC). The dynamics of SROMC requires project management, technical analysis, engineering and planning, training, inspection, technical and logistic support services, training/exercise operations, equipment certification, and ORE in support of the U.S. Navy's one-of-a-kind submarine rescue systems. This requires a uniquely qualified contractor to have developed a high level of technical expertise with appropriate staffing enabling them to be capable of providing appropriate and sufficient personnel and services necessary to mobilize and operate the submarine rescue systems on a 24-hour-per-day, 7-day-a week basis.
