- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build Expand Emergency Department Minor Construction project at the Loma Linda, CA VA Medical Center (VAMC). PROJECT DESCRIPTION: Construct a new 1-story addition to VA Loma Linda Main Hospital Building. Facilities shall include exterior build out (19,899 SF); entire interior demo (13,120 SF); expansion (6,799 SF); renovation (8,683 SF); police department shell (4,437 SF) and imaging suite shell (1,296 SF). Work includes general construction, alterations, roads, walks, grading, drainage, mechanical and electrical work, healthcare equipment, utility systems, necessary removal of existing structures and construction and certain other items. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 million. The solicitation will be issued on or about January 20, 2017. The period of performance is approximately 455 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000.00 and $10,000,000.00. All questions must be submitted in writing to the issuing office via email to donald.marsh2@va.gov.
