- DD Form 1348-7 DD Form 250-1 Past Performance Form Offer Pricing Schedule RFP Tsurumi Barge Transportation Service Defense Logistics Agency (DLA) Energy seeks contractor-supplied barge transportation services (24 hours a day/7 days a week) for Department of Defense (DoD)-owned aviation fuel between U.S. Government operated fuel terminals in/around the Tokyo Bay area in Japan. The barge shall be licensed to carry following clean bulk petroleum products: Turbine Fuel, Aviation (JP8 and JA1). A ll interested offerors must obtain a Commercial and Government Entity Code (CAGE Code) and must register in the System for Award Management ( www.sam.gov ). DLA Energy conducts business transactions through an electronic Enterprise Business System (EBS), which must be utilized to award contracts to vendors. Contractors must register to use various on-line systems including, but not limited to, the Wide Area Work Flow (WAWF) Suite and the DLA Internet Bid Board System (DIBBS). These registrations must be accomplished in order to be considered for award. These systems cover receiving electronic orders, invoicing and payment/payment status. Interested offerors should respond to this solicitation by January 30, 2017, 1:00 p.m. local Fort Belvoir time. Details are as follows: The period of performance is May 1, 2017 - 30 April 30, 2020. Approximately 1,620,000 barrels of Aviation fuel to be transported over the period of performance. The anticipated contract type is Firm Fixed Price.
