Description
This solicitation is a "REQUEST FOR INFORMATION" only for the proposed contract work listed in the requirements section below. This Sources Sought Notice is not a request for formal proposals or quotes. Plans and specifications are not available at this time. Responses to this Sources Sought must be received by email or fax no later than the date specified in the response section. This intent of this sources sought is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of performing the proposed contract work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company has the capability and experience to compete for this acquisition. Responses to this notice shall include the following: (a)Company Name (b)Address (c) Point of contact (d) Phone, fax, and email (e) Unique Entity Identified (e.g. DUNS) (f) Bonding Capacity (per contract) (g) Type of small business, e.g. Services Disabled Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small business: (h) Answers to the questions listed below. Requirement WFLHD is trying to determine the capability of available contractors/subcontractors to perform landslide mitigation in Glacier National Park. The project proposes landslide mitigation efforts of approximately 60 to 80 horizontal pipes measuring 1.5" in diameter and up to 300 feet length from the toe of the slope (high pool elevation) into the hill side will be installed to capture trapped water along the slope slip plane and release it through the horizontal pipe system. Additionally, an access road must be constructed to allow equipment to access the work area. The access road will be a maximum of 16 feet across including cut slopes and drainage. Certain areas of the road will be 25 percent grade. Rip-rap will be added along approximately 375 feet of the shoreline. Due to the fluctuating water levels in the reservoir, WFLHD anticipates that the duration available to perform the work could range from 1 month to 2 months and will likely occur in August, September and October 2017. Questions Interest and Experience: 1.Would your company be available to perform the work for this project either as a prime or subcontractor? Do you have drilling rigs and crew available during the estimated project window? 2.How many horizontal drain projects has your firm completed in the last three years? For each project, identify the following: a.Approximate number of drains that were installed; b.Approximate total footage; and c.Max drain length Design and Construction Requirements: 3.Would your company be able to install 80 individual horizontal drains with lengths varying from 150 to 300 feet in a 30 day time period? If not how many days would it take? 4.Would your company be able to install horizontal drains at night? 5.What are the limitations on access for drilling equipment (from the main road to the drill pads) in terms of grade and slope angle? 6.What method would you use to measure the elevation and orientation of the drill tip during and at completion of drilling? 7.How much lead time is typically needed to acquire 20,000 feet of 1 ½-inch, Schedule 80 slotted PVC pipe with 0.01 inch slots? NAICS Code 237310, Highway, Street, and Bridge Construction apply to this procurement with a size standard of $36.5 million. Response: Responses to this Sources Sought Notice should include all information requested in (a) through (h) above. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any offeror capable of providing this service shall respond to this sources sought by e-mail to wfl.contracts@dot.gov or by FAX to 360-619-7932 no later than January 13, 2017, 1400 PT.
