- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build Construct New Eye Clinic Minor Construction project at the Loma Linda, CA VA Medical Center (VAMC). PROJECT DESCRIPTION: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Loma Linda Eye Clinic as required by drawings and specifications. The new independent single-story eye clinic will provide approximately 14,208 GSF of space. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 million. The solicitation will be issued on or about January 20, 2017. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000.00 and $10,000,000.00. All questions must be submitted in writing to the issuing office via email to donald.marsh2@va.gov.
