Description
This is not a solicitation announcement. This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products that may be of interest to the United States Coast Guard (USCG). BACKGROUND: Through the National Defense Authorization Act of 2014, the USCG has acquired fourteen (14) HC-27J aircraft from the United States (US) Air Force. The HC-27J is a medium size military transport aircraft that is manufactured by Alenia Aermacchi (Italy). The USCG Assistant Commandant for acquisition (CG-9) established the HC-27J Asset Project Office (APO) Elizabeth City to make these aircraft ready for USCG use. The HC-27J program requires new maintenance stands / platforms for the program depot maintenance (PDM) evolution. The stands / platforms must be purchased to support the maintenance tasks that are required during the PDM process. SYNOPSIS: USCG, Aviation Logistics Center, Elizabeth City, North Carolina is seeking sources that can provide the HC-27J maintenance stands / platforms that meet at a minimum the following characteristics: • Must have sufficient vertical adjustment to allow for any strut variances, either on the deck, in the extended mode while on jacks. • Platforms must be mobile. • Platforms must be able to easily link to identical platforms with no tools to form one continuous unit of two or more platforms. • Deck Capacity of 800 lbs. minimum. • Corrosion resistant Aluminum construction, 6061 T-6 alloy or similar. • Platform length of varying sizes: 19 feet (ft.) for wings, 6 ft. - 10 ft. for the nose / tail sections and 10 ft. - 12 ft. for the fuselage stands. All sizes are approximate. • Platform width of varying lengths: 54 inches (in.) - 56 in. • Platform height adjustable from 13 ft. - 15 ft. to a maximum of 18 ft. - 20 ft. • Platforms must be able to accommodate an airframe that is on jacks. • Stairways must be able to attach to platform at either end of long side or either short side. • Non-slip deck material. • Hard Urethane 8 in. caster type wheels, industrial grade, index able and locking. • All handrails and stands / platforms must meet OSHA standards. • All handrails powder coated safety yellow in color. • All handrails must be easily removable without the use of tools. • Platform height adjusted by "trailer jack" type cranks. • Safety limit markings on height adjustment and easily viewed by the operator. • Rubber bumper strips on all edges that normally will contact the aircraft during use. • Stands must have bubble indicators for level adjustability. • Drawing of proposed stands.
