- Sources Sought Notice The Federal Highway Administration Western Federal Lands Highway Division is seeking sources for online access to American Association of State Highway Transportation Officials (AASHTO) manuals and standards, American Concrete Institute (ACI) standards, and American Society for Testing and Materials (ASTM) standards. The subscription period is anticipated to be 02/15/2017 - 02/14/2018. A detailed list of requirements and instructions for responding to this notice are provided in the attached sources sought notice. Note: This is not a Request for Quotations.
