Page 1 of 4 Department of Veterans Affairs Veterans Health Administration VA Modernization Request for Information (RFI) For Market Research THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this RFI. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The purpose of this Sources Sought / RFI is twofold: 1) begin to gather information to determine the acquisition strategy regarding small business participation, and vehicles and methods to acquire the services; and, 2) conduct market research to obtain information pertaining to industry capabilities for transforming a large organization (over 150,000 employees) into a modernized, high performing governance infrastructure. VA is requesting the capabilities and past performance of large and small business contractors interested in providing these services for VA. Interested small business contractors including Veteran-Owned, Service Disabled Veteran-Owned Small Businesses, Small Disadvantaged Business, Women-Owned, 8(a)'s, or HUBZones are encouraged to respond. The Government requests that contractors respond to the specific questions provided in this request for information. Responses should demonstrate capability, not just confirm corporate capabilities. The agency does not intend to award a contract but rather gather capabilities and market information pertinent for acquisition planning. The responses to this RFI will be captured as market research and may contribute to the development of an acquisition strategy. Information provided may be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. All submissions become Government property and will not be returned. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The information provided in the RFI is subject to change and is not binding on the Government. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. PURPOSE This Request for Information (RFI) is for a Market Research Only. This RFI is intended as a first step in market research to determine initial interest and begin to gather vendor capability. Additional market research will be conducted. BACKGROUND The Department of Veterans Affairs (VA) is considering developing an acquisition strategy to establish a high performing organization that achieves trust within its stakeholders.   This will be accomplished by transforming reliability in operational and clinical processes; transparency in business operations; and, transforms as capable, high performing, and responsive to Veteran s needs first. In order to realize this goal, it will require expertise working with finance, human resources, labor management relations, training, communications, commercial and government health operations, human centered design, organizational design, performance management, data analysis, clinical operations, and change management.   A system wide transformation is currently under development, focusing on four interdependent systems: Governance, Operations/Clinical Operations, Data and Tools, and Leadership. Moreover, the transformation will be done is three phases: Assessment, Development and implementation; and, will further require a unique skill set for each phase. It is likely this will be a highly complex project with numerous stakeholders, both internal and external to the government. INSTRUCTIONS FOR RESPONDING TO THIS RFI CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Response Format/Page Limitations: The overall total page limit for responses to this RFI is ten (10) pages. Response submissions should be submitted in Microsoft Word format with Times New Roman font, 12 pt. or greater font size. Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government. In all correspondence relevant to this RFI please identify it as a response to the VA Modernization RFI and refer to the identifying number of VA119A-17-N-0052. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Respondents are requested to limit responses to the information, and in the format provided below. A - GENERAL INFORMATION Organization Name and the year in which the company was established/founded (please list any previous names used). Company ownership (public, private, joint venture). What NAICS code do you recommend for this procurement and why? What is your business size designation in accordance with SBA standards for the recommended NAICS code? What is your socio economic designation, if applicable? Identify any GSA schedules or other contract vehicles you hold that support this work as described herein. B CAPABILITY AND EXPERIENCE INFORMATION Describe how your past experience in commercial and Government healthcare and current capability (specify prime or sub, preferably prime), (within the last 3 years) has equipped you with the knowledge, skills and ability to successfully accomplish a transformation of a large complex bureaucratic healthcare organization. The Government anticipates the need for expertise, such as finance, human resources, labor management, training, communications, commercial and government health and business operations, human centered design, organizational design, performance management, data analysis, internal/external communications and change management. Please provide the size of the organization transformed in terms of dollars (budget), whether it was Government or commercial, regional or national, number of people, and number of locations. Describe your experience as a contractor (specify prime or sub, preferably prime) and current capability to support a highly complex project with numerous stakeholders, both internal and external, to Government. This includes experience transforming a department from the current state to a modern, high-reliability customer-focused organization exuding mission-centric and values-based principles. Provide examples of your company s experience (specify prime or sub, preferably prime) in functional and structural organizational re-design (including leadership) in a commercial setting as well as public sector. Describe the outcomes and lessons learned associated with each example. Please provide the timeline associated with achieving the outcomes addressed in B3 above. Describe your experience as a contractor (specify prime or sub, preferably prime) within the last 3 years in supporting change and modernization in commercial or Government sectors. Include how your firm s actions streamlined the organization, simplified decision making, enhanced authority and accountability at all levels, promoted standardization, and safety, and enhanced the value across the enterprise. How did your firm s actions engage and encourage the organization s many stakeholders to embrace a multi-year, enterprise-wide organizational change process and participate in its successful implementation? Describe how your effort designed roles, processes, tools, and adoption of strategies for organizational functions that were foundational to the delivery of capabilities. Describe your communications plan and strategy during the transformation to internal and external stakeholders.
