Description

DFARS 252.209-7991 SOLICITATION This is a solicitation which is expected to result in the award of a firm-fixed- price contract for commercial services (i.e. HAZMAT Operations Training), as described under the requirements section of this synopsis/solicitation or accompanying requirements attachment. This synopsis/solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis/solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible Offeror who submits a proposal that: 1. Conforms to the requirements of the solicitation. 2. That receives a rating of "Acceptable" on the Technical Capability evaluation factor. 3. That submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Submittal of quotes in response to this solicitation constitutes agreement by the Offeror of all terms & conditions contained herein, which will also be the terms & conditions of any resulting contract. It is the Offerors responsibility to be familiar with the applicable clauses and provisions. The Government reserves the right to award without discussions or make no award at all depending upon the quality of proposals received and the price fair and reasonableness of proposals received. Period of Performance: : 01 Feb 2017 - 31 Jan 2019 Place of Performance: Ohio Fire Academy 8895 E Main St Reynoldsburg, OH 43068 Delivery Type: FOB Destination Inspection and Acceptance: Both inspection and acceptance will be by the Government at Place of Performance. Requirements: The contractor assistance shall be for use by the Education and Training Branch, Department of Occupational & Environmental Health. The objective is to provide USAFSAM Bioenvironmental Engineering Officer and Apprentice trainees with HAZMAT Operations-Level certification that is required for participation in an emergency response event, and to fill an educational gap that currently exists in the USAFSAM training curriculum. The Occupational and Environmental Health Department is seeking services from a fire and emergency services school or academy. The contractor will provide teaching expertise, instructional materials, trainee housing and meals for up to 32 students per class, seven classes per year. Meals will consist of two breakfasts, three lunches, three snacks, and two dinners. Housing will consist of one room for every two students of each gender and accommodations for up to two USAFSAM chaperones per class. The contractor will also provide HAZMAT Operations level certification in accordance with National Fire Protection Agency ( NFPA) Standard 472. The contractor will provide the following courses per this agreement as one offering: •· Hazardous Materials/Weapons of Mass Destruction Incidents Awareness Level •· Hazardous Materials/Weapons of Mass Destruction Incidents Operations Core Level •· Hazardous Materials/Weapons of Mass Destruction Incidents Operations Level-Mission Specific Competencies: Personal Protective Equipment •· Hazardous Materials/Weapons of Mass Destruction Incidents Operations Level-Mission Specific Competencies: Evidence Preservation and Sampling. The contractor will provide teaching expertise, instructional materials, trainee housing and meals, and certification in accordance with DoD Fire Emergency Services Certification System (FESCS). The contractor shall provide equipment in accordance with NFPA certification requirements. Such an offering shall take place up to seven (7) times per year. All training will be IAW NFPA 472. The contractor will provide an International Fire Service Accreditation Congress (IFSAC) certification and a Certificate of Training to students successfully completing this training. Courses will take place on dates and times provided by USAFSAM staff. The contractor shall provide dedicated instructors for the duration of this course. The contractor shall be located within a two (2) hour driving radius of Wright-Patterson Air Force Base. The contractor will also provide food and boarding for seven total Bioenvironmental Engineering courses annually, up to 32 trainees per class. In the event a student scores below a 70% on any test, the contractor will provide additional instruction and retest the students on the next duty day at USAFSAM. Travel from the contract location to USAFSAM will be required by the contractor's personnel if students fail the test and require a retest. The contractor must supply their own training equipment, including firefighting equipment, Hazmat scenario supplies and equipment, Emergency Response Guidebooks, projector and screen, and teaching facilities. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
