- Labor Categories DRAFT Statement of Work (DSOW) for comment SOURCES SOUGHT NOTICE - Acquisitions & Grant Support Services - FDA 1178072 This is not a Request for Proposals - This is a sources sought notice and information submitted will be used for Market Research Purposes only. The U.S. Food and Drug Administration's (FDA) Office of Acquisitions and Grants Services (OAGS) is conducting market research for contract and grant support services. FDA's mission is to enforce the Federal Food, Drug, and Cosmetic (FD&C) Act and other laws that are designed to regulate and protect consumers' health and safety. The Office of Acquisitions and Grants Services (OAGS) primarily serves the Agency by initiating contracts, grants, inter-agency agreements (IAAs), cooperative agreements, and oversees the FDA's Government Purchase Card Program. Due to the high workload associated with completing acquisition actions to include requirement development, award documentation, and conducting contract close-out actions; it has become necessary for OAGS to seek external acquisition support services to assist with completing the array of work activities. Responses to this Sources Sought will be utilized for a potential solicitation for a single award indefinite delivery indefinite quantity (IDIQ) contract for OAGS support services. The primary objectives of this acquisitions and grant support services indefinite delivery indefinite quantity (IDIQ) contract are to: • Provide acquisition and grant support services to OAGS as related to the full spectrum of acquisition activities, in accordance with the IDIQ Contract and Individual Task Orders (ITOs). • Ensure contracts, grants, inter-agency agreements (IAAs), and cooperative agreements are awarded per designated service level agreement (SLA) and in accordance with requisite statutes. • Provide program and task order management for the acquisition & grant services IDIQ requirements during the prescribed period of performance. These services are currently provided under Contract HHSF223201510043C with Creative Business Solutions (CBS). The purpose of this notice is to locate interested and capable 8(a) contractors that can provide the requested services. It is our intention to award a single award indefinite delivery indefinite quantity (IDIQ) contract with a performance period of five (5) years. The anticipated NAICS code for this requirement is 541611 Administrative Management and General Management Consulting Services with a standard of $15M. The estimated value of the contract will be $12 million. See attached DRAFT Statement of Work (DSOW), which is subject to change. Potential offerors responding to this notice are highly encouraged to review the attached DRAFT SOW and provide comments and feedback. The attached document is a Word document and we request potential offerors to use the comments feature to provide their feedback. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The result of this market research will contribute to determining the method of procurement. Potential offerors responding to this notice must provide the following information: • Feedback on the DRAFT STATEMENT OF WORK (DSOW) (Use Comments Capability in MSWord): o Which sections require clarification? o What questions do you have based on the current DSOW? o What additional information needs to be addressed in the DSOW? • Corporate Experience - Provide a summary on your corporate experience in providing the requested services, with a focus on Contracts, Grants, and Interagency Agreement Services as indicated in the DSOW (Page Limitation: 5 pages). • Past Performance - Provide two (2) customer references that your company has provided similar services to within the last three (3) years, with a minimum of one year of performance. (Page Limitation: 5 pages). At a minimum, include the following information: o Business/Agency Name o Point of Contact (POC) - Name, title, telephone number and email address o Contract Number o Contract Amount o Performance Period o Description of Services provided and how they are comparable to the requested Services in the attached DSOW.
