- Requirements Overview SOURCES SOUGHT NOTICE This is a Sources Sought Notice and Request for Information (RFI) ONLY. The Health Resources and Services Administration's (HRSA) Division of the Executive Secretariat desires to procure a commercial off the shelf (COTS) or a customized solution for an enterprise-wide electronic document management system in accordance with the attached Requirements Overview on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that HRSA will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes; it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue a RFQ, IFB or RFP in the future. This notice does not commit HRSA to contract for any supply or service. Further, HRSA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Sources Sought Notice. Respondents are advised that HRSA will not pay for any information or administrative costs incurred in responding to this Sources Sought Notice; all costs associated in responding to this notice will be borne solely by the interested parties. All submissions become HRSA's property and will not be returned. Any information obtained as a result of this Sources Sought Notice is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. Providing data/information that is limited or restricted for use by the Government for that purpose would be of very little value and such restricted/limited data/information is not solicited. By submitting information in response to this Sources Sought Notice, submitters of such information impliedly consent to the release and dissemination of submitted information to any Government or non-Government entity to which HRSA releases and disseminates the information for review. As such, to the extent that any information submitted in response to this notice is marked as, or construed to be, propriety or business-sensitive, submitters are hereby notified (a) about the potential that such information may be disclosed to third parties and (b) that submission of information in response to this notice constitutes consent to such handling and disclosure of submitted information. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. The anticipated NAICS code(s) is 541519, Other Computer Related Services. In response to this Sources Sought Notice, please provide the following: 1. Name of the firm, address, point of contact, phone number, fax number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. If your company currently holds a GSA schedule, or a contract within a Government-wide Acquisition Contract (GWAC) that is relevant to this Sources Sought Notice, please provide the contract number and expiration date to include a SAM print out. The SAM print out will not count against your page count submittal. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how HRSA can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to salient characteristics listed in the Requirements Overview document. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7a. Please provide a Rough Order of Magnitude (ROM) for the software and implementations (to include third party applications) to meet the requirements listed above. We expect the ROM to be broken out by labor and categories (training, project management, data migration, change management, business process reengineering, integration services, help desk services, hosting services, etc.) 7b. Please provide a ROM for the software and implementations (to include third party applications) to meet the requirements listed above in an on-premise solution. I. On-premise would assume government furnished hardware and operating systems. II. Vendor should provide recommended specifications for government hardware and operating systems. 8. With regards to the planned budget, please provide various solutions that could be exercised as options. 9. Please provide additional details that you will require in order to provide a better cost estimate. 10. Recommendations to improve this requirement Response Preparation and Submission Please submit all of the information above in sufficient detail for a decision to be made on the capabilities of interested parties. Please submit responses to this Sources Sought Notice to the Contract Specialist, Joshua Hunter, at jhunter@hrsa.gov no later than 5:00 PM EST on January 13, 2017. HRSA will allow all interested parties to submit questions in response to this Sources Sought Notice. Questions shall be submitted to Joshua Hunter at jhunter@hrsa.gov no later than 5:00PM EST on January 4, 2017. HRSA is under no obligation to consider responses or questions received after the aforementioned due dates. Responses shall not be longer than 15 pages in Word, and 1 Excel spreadsheet for the ROM. Any information on the response that exceeds the allotted page limit will not be considered or evaluated by HRSA. Responses shall be prepared in Times New Roman and 12-point font size. One inch (1") margins shall be used on the top, bottom, right, and left for responses to this notice. Responses will be evaluated by HRSA solely for the purpose of determining the availability and potential technical capability of all businesses in providing the potential requirements.
