- Description
- The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source Basic Ordering Agreement (BOA) Order to Raytheon Missile Systems, Tucson, AZ for Joint Standoff Weapon (JSOW) Ordnance Assessment (OA) Hardware in the Loop (HIL) Testing. This testing will be conducted on the Blk II AGM-154C Configuration. This requirement consists of conducting Unitary Hardware in the Loop (UHIL) simulations, Inertial Measurement Unit (IMU) testing and Global Positioning System (GPS) testing on two, Block II AGM-154C Joint Standoff Weapons. It is anticipated that the resultant Order shall be Cost Plus Fixed Fee (CPFF). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. RMS is the sole designer, developer and manufacturer for the JSOW and as such is the only company that has the requisite knowledge, technical expertise, production tooling facilities and technical data necessary to meet this requirement. This notice is published for information purposes only and is not a request for competitive proposals. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 06 January 2017. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
