- The Naval Oceanographic Office (NAVOCEANO) Contracts Department at Stennis Space Center, MS 39522, hereby formally announces the intent to award a firm-fixed price contract on a sole source basis to Environmental Systems Research Institute, Inc. (ESRI). The Naval Oceanographic Office (NAVOCEANO) has a requirement to acquire ESRI software maintenance support as a product for the government-owned software located at the NAVOCEANO, Stennis Space Center, MS. These software resources are required primarily for data analysis and preparation of fleet products. NAVOCEANO intends to solicit and negotiate with only one source under the authority of FAR Subpart 13.106-1 IAW 41 U.S.C. 1901. This notice of intent is NOT a request for competitive proposals; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement with commercial items and are received within 7 calendar days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
