Description
NTC Small Business Questions INDUSTRY DAY: An Industry Day, for the National Training Center Ops Group Mission Support (NTCOGMS) contract has been scheduled for Wednesday, 8, February 2017 at the National Training Center (NTC) Fort Irwin California location. Personnel will report to building 990 Inner Loop Road. Time at location is 0900 to 1700. 9 February 2016 is an additional day scheduled to accommodate the one on one sessions please see information below. Attendees shall pre-register for the National Training Center (NTC) NTCOGMS Industry Day by providing the following information: 1. Company name 2. Attendees name(s) (LIMIT 2 attendees per firm) 3. Driver's License Number 3. Main Point of Contact (POC), phone number and email address Information shall be provided to Daniel Pontoriero, Contract Specialist - ACC-Orlando, at daniel.o.pontoriero.civ@mail.mil no later than 4:00 p.m. Eastern Standard Time (EST) on January 18, 2017. On the Subject line you shall put W900KK-17-R-NTC1 Industry Day, Company name. When pre-registering, please indicate your firm's desire to participate in a 25-minute one-on-one session with a 5-minute break which will be scheduled on 8 and 9 February, times TBD. Your company's POC will be notified of your scheduled 25-minute one-on-one session with members of the Government's integrated project team. The one-on-one sessions will be held in person. ******************************************************************************* RESPONSES REQUESTED: The Government is interested in receiving meaningful feedback on the aforementioned Requirements Description. Interested sources that possess the capability and resources to fulfill the Government's requirements must provide the following information: National Training Center Ops Group Mission Support (NTCOGMS) contract industry day questions: • All interested parties must answer small business capability questions (attached). • All interested parties must answer questions 1 thru 16 below • Submit the answers by 27 Jan 2017 by Email: daniel.o.pontoriero.civ@mail.mil o If answers are not submitted by said date you will forfiet your one on one session • Additional question can be asked 1) Contractor Name: Contractor Address: Point of Contact (POC) Information (at least two): POC E-mail addresses: POC Business Number: Company Website: DUNS: CAGE: Interest to Prime or Subcontract: Small Business*, Yes or No?: Type of Small Business*: *Business Size/Type of Small Business as it relates to NAICS 541990 2) Describe the corporate structure and financial capability to meet the needs of the anticipated scope of the requirement, as described in DRAFT PWS 3) Describe any teaming arrangements. 4) If significant subcontracting or teaming is anticipated in order to deliver capability, address the administrative and management structure of such arrangement. 5) If you expect to be the prime contractor for this effort, discuss how you will meet the requirement, as stated in FAR clause 52.219-14 -- Limitation on Subcontracting, at least 50% of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. 6) How long will it take to acquire the necessary full staff of support and technical personnel? 7) Describe your organizational plan to surge to support short notice training events under the contract. Provide an example where your firm has supported surge capability while maintaining all continuing operations. 8) Has your firm ever been the prime contractor for a similar effort of this complexity, size and scope? If so describe the effort. What was the dollar value? What was the period of performance? 9) Provide a description of skill and knowledge in support of Combat Training Center or similar environment. 10) Provide an example of your experience with Facilities Management at a similar size and scope of this requirement. 11) Describe how you would manage multiple exercise occurring at remote locations at NTC simultaneously. 12) Based on DRAFT PWS, where do your core capabilities exist and for which tasks or elements would you utilize a teaming approach? 13) Describe how you plan to motivate your employees and subcontractors to ensure an exceptional level of performance to NTCOGMS. 14) Identify your employee retention rate during the past 3 years, and describe how your firm will ensure consistent, high quality support for NTCOGMS. 15) Discuss efficiencies (cost/price or other) that could be gained by pursuing either a firm fixed price approach or a fixed price award fee approach. 16) What is your approach with collective bargaining agreements?
