- The Naval Sea Systems Command PEO Integrated Warfare Systems Above Water Sensors (PEO IWS 2.0) intends to award an up-to-five year contract to Raytheon Company, Integrated Defense Systems (Raytheon IDS) of Marlborough, Massachusetts, for continued performance of Dual Band Radar (DBR) system Design Agent Engineering Services. This is a follow-on contract; continuing performance of efforts performed on contract N00024-15-C-5335, and includes completion of design and integration of the radar with other systems for the CVN 78 and DDG 1000 class ships. This contract will be awarded to Raytheon IDS utilizing other than full and open competition. The contract will be structured with one base year and government-held contract options which could potentially extend the period of performance for up-to-five years. The work includes studies/analyses and technical engineering services for the DBR system including: logistics/supportability; test equipment procurement; installation integration support; combat system integration testing; financial and operational analyses; management and production reports; non-recurring engineering studies; analyses to evaluate the viability of potential solutions to various technical problems. This contract will allow continuation of non-severable tasks in support of Ship Activation, Industrial, and Operational Test Programs on CVN 78 and DDG 1000 class ships. Raytheon IDS is the sole company capable of providing these Design Agent services for PEO IWS Above Water Sensors. Raytheon IDS has developed the DBR radar suite which is a single, integrated radar system combining the AN/SPY-3 Multi-Function Radar (MFR) at X-Band and AN/SPY-4 Volume Search Radar (VSR) at S-Band. Raytheon IDS has led efforts to design and integrate the MFR, back-end electronics, and the common array power and cooling systems for the DBR. This work includes various engineering services such as testing efforts, software enhancement and modifications for several interfaces, and studies. Raytheon IDS is the only contractor with the requisite knowledge, experience, capabilities, and technical data that can meet the Government's cost and schedule requirements. For the reasons stated above, and pursuant to 10 U.S.C. 2304(c)(1), NAVSEA intends to award a contract for the DBR System Design Agent to Raytheon IDS, 1001 Boston Post Road East, Marlborough, Massachusetts 01752. Parties interested in subcontracting opportunities should contact Raytheon IDS directly. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via FEDBIZOPPS, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
