- The Air Force Life Cycle Management Center (AFLCMC) Rapid Acquisition Cell (PZJ) intends to award a sole-source firm-fixed price contract for 70 Standoff Precision Guided Missile (SOPGM) shipping containers IAW FAR 13.106-1(a)(1)(i) to AC, Inc., 1085 Jordan Road, Huntsville, AL 35811-8405. Anticipated award date is 6 January 2017. This notice of contract action is not a request for competitive proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. Interested responsible sources may identify their interest and submit a capability statement in response to this notice. There is an immediate requirement for shipping containers for munition operations. AC, Inc. is currently the sole manufacturer capable of meeting the required delivery of 60 days after receipt of order and has specialized tooling, equipment, and subject matter expertise required to manufacture the containers to the required specifications. The need is immediate, therefore an award to any other source would result in unacceptable delays in fulfilling the agency's requirements. This requirement is for 70 Shipping Containers for SOPGM shipping containers. The shipping will be done via a Government Bill of Laden, FOB Origin. Delivery shall be 60 days ARO. The North American Industry Classification System (NAICS) code for this acquisition is 336419 with a size standard of 1,000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government. All information submitted should support the offeror's capability to provide the items/services required, and shall be furnished at no cost or obligation to the Government. If your firm can provide an existing product that meets the performance specification for the initial 70 unit purchase, please send documents substantiating your ability to provide such a container. Substantiation must include making a container available for Government inspection, along with substantiation that the container has been tested to the requirements in the specifications and documentation of what tests were done, parameters of the testing, and the details of the test results. Substantiation must include a list of the suppliers and subcontractors involved with production of the container, the components each supplier and subcontractor provides, and commitment letters from those suppliers and subcontractors indicating the timeline for delivery of their respective components. The Government may also need to visit/inspect the production facilities. Should such documentation be provided please send to the point of contacts below by 5 January 2016 at 4 pm CST. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these items/services. Verbal responses are not acceptable and will not be considered.
