- Notice of Intent to Award a Sole Source Contract to National Academy of Science for Enhancing Global Health Security Through International Biosecurity and Health Engagement Programs The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract to National Academies of Sciences. This effort will fund a study committee under the auspices of the National Academies of Sciences, Engineering, and Medicine together with the additional countries' National Academies to conduct an independent examination of international health security missions, programs, and organizations funded to enhance health security by promoting biosafety, biosecurity, disease surveillance, health security, and biorisk management with foreign partner countries. Building on past work that established overall goals (e.g. GHSA Action Package five-year targets), the study committee will address relevant questions such as: What principles guide successful programs?; What steps can be taken to ensure that Global Health Security programs continue to prioritize biosafety and biosecurity over the next five years?; and How should the overall mission picture be integrated to make it easier to make budget priorities match policy priorities? In its report, the study committee will articulate a five-year strategic vision for global health security in this domain and provide findings and recommendations to address the questions above. The period of performance contemplated for this effort is approximately 12 months. DTRA anticipates the total price for this effort will not exceed $500,000. This requirement will result in a Firm-Fixed price contract. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested organizations have 15 days from the date of publication of this Notice, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely with the Government's discretion. In the absence of qualified competitors, a contract/grant will be awarded under the Other than Full and Open Competition procedures, pursuant to Federal Acquisition Regulation (FAR) Subpart 6.3 "Other Than Full and Open Competition" All inquiries must be submitted in writing to the address stated herein and to the attention of Ms. W Contracting Officer. Response to this notice must be received by midnight EST 06 January 2016. Responses must include your business name, point of contact, address, and telephone number with area code.
