- Description
- NASA/GSFC has a requirement for additional work to be completed under existing purchase order # NNG16HX20P, as a result of a necessary configuration change to the CPL Instrument Control and Data System. NASA/GSFC intends to procure the items from the current vendor, Sigma Space Corporation. Minimum requirements include: • functional duplicate of CPL instrument control and data system, including all required connectors and cabling o eliminate separate power switch for laser power (i.e., one "master power" switch only) • data system enclosure to be capable of mounting to instrument housing (as opposed to mounting data system enclosure separately, distant from instrument housing) o must utilize hermetic "blind mate" connector to allow separation of data system enclosure from instrument housing • must utilize multi-channel scaler card with up to 8 channels of data throughput. • real-time data link included in system. • power interface compatible with NASA high-altitude aircraft o must use new-generation aircraft Electrical Interface Panel (EIP) with smaller connectors on instrument interface (definition provided in NASA aircraft user handbooks) o must have aircraft-certified circuit breakers, of adequate sizing, on DC and AC inputs • must be compatible with NASA high-altitude aircraft environmental parameters • includes delivery of complete drawings package showing cable routing and pin-outs To our knowledge, Sigma Space, Inc is the only company that has the proprietary knowledge and can provide the multi-channel scaler data card needed to properly interface to the instruments. Delivery schedule shall be on March 23, 2017 or no later than May 01, 2017 The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing mail to: Monique.m.murrell@nasa.gov no later than 11:59 p.m. (EST) time on January 6, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
