Description
This is a SOURCES SOUGHT announcement. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP). The Government is performing market research in order to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any; will be set-aside for small business competition. PROJECT INFORMATION: The Contractor shall provide all labor, materials, facilities, and equipment, where applicable or necessary to support Small Arms Firing Range training administered by U.S. Navy personnel in San Diego, California. The Small Arms Range facilities need to be able to accommodate the following capabilities: 1. The ability to cancel, adjust or shift dates and times on short notice to accommodate a schedule change with teams and tactical training students in house for their advanced training without interfering with other unit ™s scheduling. 2. The capability to allow various dynamic range movements with both personnel and target scenarios. 3. The capability to be able to adjust target scenarios out to a distance of 100 yards without interfering with other surrounding ranges and their range lateral limits. 4. The capability to allow range evolutions in the evening hours and conduct night laser training including the ability to make adjustments to equipment and gear without affecting other surrounding range evolutions. 5. The capability to shoot steel targets at various positions up to 100 yards without interfering with other surrounding ranges. 6. The capability to accommodate up to 25 shooters at one time with safe distance between individuals to perform various static shooting movements in a safe manner. 7. The ability to perform all the above mentioned requirements safely on the same day and range if necessary and IAW the approved curriculum. 8. The capability to provide a 40 x 20 ft. area to accommodate equipment storage containers that will remain onsite without interfering with surrounding ranges. 9. The capability to support the use of the M4-A1 Tactical Assault Rifle. 10. The range must support the use of both military instructors, and contractor instructors. 11. The range must be willing to enter into a written agreement that the training dates specified in the contract will be made available for the governments use. The work will be accomplished under a Firm Fixed-Price (FFP) contract. The contract term will be a base period with a potential of four one-year option periods.
