- Minimum Qualification to be Eligible as FED PQ Contractors The Far East District (FED) is scheduling an annual Prequalification Screening Panel Board meeting in FY17 (February - April 2017) timeframe. In order to prepare for this meeting you are requested to submit the required documents to be considered for eligiblity as a prequalified construction contractor with FED. (See attached) All documents must be submitted online via Safe Access File Exchange (SAFE) utilizing the following website https://safe.amrdec.army.mil/SAFE/ https://safe.amrdec.army.mil/SAFE/. Instructions on the submission process can be found on the webpage. The recipients of the online submission will be Contracting Division at pof-ct-proposals@usace.army.mil. In order to complete the necessary review and analysis before the panel meeting, it is required that these documents be submitted by close of business local time (Seoul, Korea) on Monday, January 16, 2017. In order to be considered a local contractors under the SOFA, foreign companies desiring to do business in Korea must comply with Republic of Korea Governemnt (ROKG) administrative requirements for registration of local contractor firms.
