- Pre-Solicitation Notice for the Early Grade Reading Activity in the West Bank The USAID West Bank and Gaza Mission contemplates issuing a Request for Proposals (RFP) to support the Palestinian Ministry of Education and Higher Education (MOEHE) to enhance learning outcomes for Palestinian children at the primary level by improving Arabic reading instruction, policies and practices at the government, community and school levels. The Mission contemplates achievement of the objectives via a Cost Plus Fixed Fee (CPFF) Completion Type contract. More specifically, the activity may include the following illustrative interventions: 1) Improve early grade reading and introduce targeted learning materials that are integrated into grades 1-4 in public school classrooms in the West Bank; 2) Prepare MOEHE teachers and administrators to provide effective reading instruction through in service, induction and pre-service training, mentoring and supervision; 3) Encourage community engagement and participation to support increased student reading outcomes and school accountability; 4) Support MOEHE efforts to institutionalize early grade reading policies, standards and assessments. Subject to USAID internal approvals of this program, the anticipated issuance date of the RFP is targeted for February 2017. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal in pursuit thereof.
