Description
Justification for Other than Full and Open Competition-PR0000924 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, fixed price contract with Thermo Electron North America, LLC, 1400 N Point Parkway Suite 10, West Palm Beach, FL, 33407-1976 for the purpose of procuring a twelve (12) month service agreement for maintenance and repair on three (3) scientific instruments, listed below. Scientific Instruments: • Q Exactive Plus Mass Spectrometer • DELTA V PLUS with UC-3 and Computer • ELEMENT 2 Mass Spectrometer The FBI's Counterterrorism and Forensic Science Research Unit's (CFSRU) research depends on regular use of analytical instruments that must be properly maintained for reliable performance. To maintain proper operation of the system, regular maintenance and emergency service is critical. It is essential to keep these instruments covered under a twelve (12) month service plan to ensure operation at peak performance. The lack of a service plan will stop or delay research if the instrument fails. Requirements for all three Instruments: • One (1) demand on-site field service visits, response within 5 days • Engineer labor and travel included for one (1) demand on-site field service visit • Factory-certified replacement parts included (during on-site service) • Priority status for technical support inquiries • One (1) scheduled preventative maintenance visit • Direct software support to include software updates and notifications on all three instruments. • Support and Coverage of computers required for the operation of the systems. Based on market research, and Government end-users, it has been determined that Thermo Electron North America, LLC is the only vendor that can adequately perform all of the required service on these instruments and provide a 4 hour emergency response time. They are also the only vendor that can provide available updates for the operating software and meet the required response time for system failures. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Kemper Wood, email address: Kemper.Wood@ic.fbi.gov by Thursday, December 29, 2016 (3:00 pm Eastern). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
