- Description
- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the p urchase of a CD containing the Engineering Data Management expert system that was custom designed for the NSWCCD. The NAICS code is 334515 and the Product/Service Code is 7030. The proposed purchase order is being solicited on a sole-source basis to Crystal Instruments. The proposed action is for the purchase of the CD containing the necessary source code for the custom designed system. Crystal Instruments is the manufacturer of the system, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Crystal Instruments is the only source for this non-commercial CD. The NSWCCD intends to award a firm fixed-price purchase order to Crystal Instruments using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 05 January 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 01/05/2017 at 10:00 AM EST will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
