- The Mission and Installation Contracting Command - Fort Hood, TX intends to award a sole source contract for one base year and four option years to Socorro County New Mexico, a governmental entity, for road block services on county roads around the White Sands Missile Range (WSMR) New Mexico. WSMR conducts overland testing which often requires the exercising of the existing 102 agreements with local ranchers whose properties are adjacent to WSMR. The contractor will provide roadblocks on designated county road networks during overland testing in support of the WSMR Range Control office. This acquisition is conducted in accordance with FAR 13.106-1(b) (1) Soliciting from a Single Source. The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available due to only one responsible source and no other source will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code for this requirement is 922120 - Police Protection, there is no size standard for this NAICS since it is designated for a governmental entity. This notice of intent is not a request for quotes; however, interested persons may identify their interest and capability by responding within 15 days after the date of electronic publication of this synopsis. All responses must be provided no later than 11:00 am CDT 6 January 2017 directly to the POC. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
