The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Any information submitted by respondents is strictly voluntary. No basis for a claim against the Government shall arise as a result from a response to this announcement. Scope: The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to procure engineering and technical support services for the AIR 4.1 Systems Engineering Department. The Government anticipates issuing three (3) separate solicitations for single award term Indefinite Delivery Indefinite Quantity (IDIQ) contracts, each with a five (5) year ordering period. The following outlines the planned solicitation numbers and a brief description of each requirement: •1) N00421-16-R-0036 - SYSTEMS ENGINEERING - It is anticipated the requirements for this effort will include s ystems engineering and technical support services in the functional area of Systems Engineering Management for AIR-4.1.1. This effort is anticipated to be solicited as a full and open competition with a level of effort of approximately 1,200,000 hours over a five (5) year ordering period. •2) N00421-16-R-0088 - SPECIALTY ENGINEERING -It is anticipated the requirements for this effort will include s ystems engineering and technical support services in the following functional areas: Air/Ship Integration, Systems Safety, Mass Properties, Survivability, Manufacturing & Quality, Reliability & Maintainability, Air Platform Stores Integration, Metrology, Electromagnetic Environmental Effects, Systems Security Engineering, and Mission Engineering & Interoperability. These efforts are focused across a broad business base comprised of Integrated Program Teams (IPT's), Externally Directed Teams (EDT's), and Enterprise Teams (ET's), which support all Naval Air Programs. This effort is anticipated to be competed as a small business set-aside with a level of effort of approximately 835,200 hours over a five (5) year ordering period. •3) N00421-16-R-0089 - SUSTAINMENT ENGINEERING - It is anticipated the requirements for this effort will include s ystems engineering and technical support services in the functional area of Systems Engineering Management (AIR-4.1, AIR-4.1.1 and the Systems Engineering Development and Implementation Center (SEDIC)). These efforts are focused across a broad business base comprised of Integrated Program Teams (IPT's), Externally Directed Teams (EDT's), and Enterprise Teams (ET's), which support all Naval Air Programs. This effort is anticipated to be competed as a small business set-aside with a level of effort of approximately 739,200 hours over a five (5) year ordering period. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. Incumbent : Each of these efforts is a component of a contract N00421-16-C-0048 issued to Engility Corporation. Previously satisfied by SeaPort contract N00178-04-D-4143, Task Order M805/M807 with Engility Corporation Contract Type : Each Term IDIQ is planned as a non-performance based Cost-Plus-Fixed-Fee (CPFF) contract. The NAICS code for each is 541330 and the PSC code for each is R425. Milestones : NAWCAD anticipates running these solicitations concurrently. The procurement milestones are anticipated to occur on or around the following dates for each of these solicitations: Solicitations Issued: Second Quarter of FY17 Contract Awards: Second Quarter of FY18 Request for Comments: The DRAFT Statements of Work (SOW) and Labor Categories Information (attached) for each of the planned efforts are being published for comment with the intent to further enhance competition and teaming. Potential offerors may submit written comments to the SOWs and Labor Category Information not later than 11:00 a.m. EST on 6 January 2017. The Government will consider all comments received; however, no response will be provided and the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations.
