- 21 December 2016 Jaimie K. Zurek (CT) US Army Corps of Engineers 1616 Capitol Ave Omaha, NE 68102 Service Code N070 Subject- Notice of Intent to Sole Source in Accordance with Federal Acquisition Regulation (FAR) 13.501(a)(1) "Sole source (including brand name) acquisitions." Solicitation Number- W9128F-17-T-0005 Closing response date 9 January 2017 This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 -Synopses of Proposed Contract Actions. US Army Corps of Engineers - Omaha District intends to issue a Firm-Fixed Price contract to Systems Analysis & Integration, Inc. located at 8080 Dagget ST; San Diego, CA 92111. Description of work- This is a non-personal services contract to provide Replacement Remote Terminal Units (RTU's) at Big Bend and Garrison Power Plants. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to program and install 9 RTU's at Big Bend and 5 RTU's at Garrison. Remove existing PLC's and RTU's. Install new RTU's, land field wiring, and test configuration. The work shall be performed at the following Government owned facilities: Big Bend Power Plant, Fort Thompson, SD and Garrison Power Plant, Riverdale, ND. Duration of the contract (with options) is estimated to be 240 days A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541511, "Custom Computer Programming Services." The size standard as defined by the U.S. Small Business Administration is $27,500,000. All responsible sources may submit a capability statement. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
