- Redacted MCN J&A The purpose of this synopsis is to notify industry that the United States Special Operations Command intends to issue a contract to Oceus Networks for support of USSOCOM's Mobile Cellular Network (MCN). This proposed contract will be issued using other than full and open competition under the authority of FAR 6.302-1, Only One Responsible Source. Interested persons may identify their interest and capability to support the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within thirty (30) days of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice shall be submitted electronically to Jonathan.Rinkinen@socom.mil. The subject line shall read "Interested MCN Vendor." Any party responding to this notice shall send a signed agreement between their company and Ericsson Inc clearly documenting the company's ability to procure, service, support, and provide licensing for Ericsson cellular equipment in support of the Department of Defense (hardware and software) and USSOCOM.
