- Sole Source Justification Western Area Power Administration intends to award a sole source contract to PowerLine Systems, 610 N. Whitney Way, Suite 160, Madison, WI 53705. The performance period is one year from date of award. Authority for other than full and open competition is 41 U.S.C. 253(c)(1) and FAR 13.106-1(b)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for renewal of existing PLS-CADD software licenses for use by civil engineering department for the design of transmission line and structural design. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interest and capability statements, including prices, received by December 28, 2016 at 11:59 p.m. (MST), in accordance with FAR 5.203(a) and 5.203(b), will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within discretion of the Government. The applicable North American Industry Classification System (NAICS) is 511210 - Software Publishers and the size standard is $35.5 million.
