- VCSU EQUIPMENT LIST VCSU DRAFT SALIENT CHARACTERISTICS Solicitation: FA9302-17-R-0010 Agency/Office: Air Force Test Center Location: AFTC - Air Force Test Center (Edwards AFB, CA) Title: Voice Communication System Upgrade (VCSU) Description(s): SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION FOR VCSU THIS IS A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPISIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. 1. Purpose. This is a sources sought synopsis in support of Market Research being conducted by the United States Air Force to identify potential sources for the anticipated VCSU requirement. This effort is to replace the current voice communication system, Federated Edwards Digital Switch, with the next generation of voice communication capability (Voice Over Internet Protocol) at the Air Force Test Center at Edwards AFB, California. 2. Requirement. This acquisition anticipates seeking a contractor who can provide all of the resources to manufacture/design/acquire the supplies described within the draft salient characteristics list (Attached) and the draft Salient Characteristics list (Attached). The Air Force Test Center is also conducting market research to seek sources who can provide a VCSU that will acquire, test, integrate and fully install a replacement voice communication system to support real-time flight test mission operation that will: A. Maximize the usage of commercial off the shelf equipment and minimize the amount of development engineering (software configuration) needed to meet the specific functional capability demands of the Air Force Test Center Operation environment. B. Procure a system that will integrate seamlessly into the 412th Range Squadron's next Generation Data Acquisition and Transport System (NGDATS) Internet Protocol (IP) architecture by leveraging all the advantages of IP technology while maintaining acceptable performance characteristics specific to a critical Mission Voice system. C. Provide a stable Mission Voice System that will appropriately meet the demands of today's flight test requirement and possess the technical capabilities, scalability, upgradability, and longevity to meet the demands of flight test communications for the next 20 years. D. Streamline the system architecture to support a less complex operational environment and provide a higher level of reliability while simplifying maintenance efforts. E. Procure a system that support "commonality" between partnered test ranges. F. The Air Force will conduct installation of the system in several phases as the equipment becomes available and the flight test schedule allows. 3. Information requested. The Government requests interested offerors that can fully support this requirement furnish the following information: A. Company name, address, points of contact, phone numbers and e-mail addresses. B. Information should include a brief description of experience in providing the type of support described above. Please include contract references relating to research and engineering expertise to include: contract number; agency supported, period of performance, original contract value, and Point of Contact (POC) with current phone number. The information package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. C. Identification of business size (small or large) and identify the socioeconomic disadvantaged category, as defined the Federal Acquisition Regulation FAR Part 19 and also currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The potential North American Industry Classification System (NAICS) codes assigned to this procurement is 334290, "Facilities Support Services". The Small Business Size Standard is 750 employees. D. Any other information deemed useful to the Air Force. Information packages should be limited to no more than 3 pages. 4. Inquiries. Any qualified and interested companies responding to this announcement must be able to support all areas. NO partial support responses from industry will be accepted.
