Description
THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This request for information (RFI) shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded as a result of this announcement. Data submitted in response to this RFI will not be returned. The Bureau of Reclamation (Reclamation) is seeking an industry partner to enter into a Cooperative Research and Development Agreement (CRADA) to assist Reclamation in developing a novel waste minimization process (Process) for treatment plants employing strong base anion exchange (SBA) technologies for the removal of inorganic constituents. Reclamation has conducted substantial research on the laboratory and pilot scale indicating the Process is technologically viable. The industry partner selected should have the resources (e.g. funding, expertise, equipment, facilities, etc.) to assist Reclamation in optimizing the Process on the pilot scale and conducting full scale demonstration using a beta prototype. The selected CRADA partner should have significant experience in design and operation of SBA ion exchange plants, ion exchange process design experience. The CRADA partner should be willing to commit their financial and technological resources towards process development and commercialization, and have offices located within the United States. A CRADA essentially authorizes federal agencies to combine their expertise, know-how, and facilities with non-federal entities to research and mature technologies for commercial applications. A CRADA also authorizes the non-federal partner to contribute funding toward the collaborative effort but does not authorize the transfer of federal funds to the non-federal partner. 15 USC 3710a provides a complete description of CRADAs, authorized activities, and the associated licensing and other benefits provided to industry CRADA partners. CRADA is not a procurement contract, grant or cooperative agreement. For more information, please contact Samantha Zhang, 303-445-2126, szhang@usbr.gov.
