- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, FAC 2005-91 (Sep 30, 2016) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation is being issued as a request for quote for one (1) year renewal subscription service for online access to American Physical Society (APS) - APS All Package Online Access, American Physical Society, P.O. Box 41, Annapolis Junction, MD. 20701-0041. American Physical Society is the only source reasonably available to provide full text journal access to these proprietary copyrighted materials covering a wide range of topics of importance to the Redstone Arsenal community. The contractor shall maintain and keep fully operational online access to APS All Package Online Access to include access to the following titles: 1. Physical Review A, B, C, D, and E; 2. Physical Review Letters; 3. Reviews of Modern Physics; 4. Physical Review Online Archive (PROLA); 5. Physical Review Special Topics- Accelerators and Beams; and 6. Physical Review Special Topics- Physics Education Research. The contractor shall provide helpdesk assistance to local administrator for the resolution to access problems. Adequate notification will be given by contractor/vendor of downtimes and non-availability of materials, usually 48 hours. Offerors must comply with provision set forth in FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5. Stewart / RSIC W90BWX BLDG 4484, Redstone Arsenal, AL 35898 The solicitation number is: W31P4Q17Q0019, the solicitation is issued as a request for quotation (RFQ). Date of performance is 1 January 2017 through 31 December 2017. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items, is applicable; the specific evaluation criteria to be included in paragraph (a) are technical capability and price. The evaluation factor technical capability is significantly more important than price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2015) with Alternate I. Offeror(s) must include a completed copy of FAR 52.212-3 with their quote. The Contractor is responsible for the accuracy and completeness of the data within the SAM database, and for any liability resulting from the Government's reliance on inaccurate or incomplete data. To remain registered in the SAM database after the initial registration, the Contractor is required to review and update on an annual basis from the date of initial registration or subsequent updates its information in the SAM database to ensure it is current, accurate and complete. Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.acquisition.gov or by calling 866-606-8220, or 334-206-7828 for international calls. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The additional FAR clauses cited at paragraph (b) in the clause and applicable to this acquisition are: clause (4), (8), (22), (25), (26), (27), (28), (33), (42), (49) and (55).
