- Attachment 1 - Salient Characteristics This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number M6890917Q7607 is issued as a request for quotation (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-92, effective date 18 Nov 2016. This solicitation is set-aside for small business. The associated North American Industrial Classification System (NAICS) code for this procurement is 333517, with a small business size standard of 500 employees. The Government has a requirement for a computer numerical control (CNC) milling machine. This procurement is for brand name or equal items, in accordance with FAR 52.211-6. Schedule of Supplies CLIN 0001: Bridgeport Fagor CNC Milling Machine or Equal QTY: 1 Unit: EA Extended Description: Bridgeport Fagor CNC Milling Machine, Series 1 2J Includes: Bridgeport Type 140 Servo Vari-Spd Knee Feed Halogen Worklamp Milling Machine/Access Bridgeport BR1000 Power Draw Bar Offerors may provide the brand name items or equal to those indicated above. If quoting an equal item, offerors must include technical specifications and product description. See Attachment 1 - Salient Characteristics for a list of characteristics to be considered "or equal." Prices should be quoted FOB Destination to: Supply Officer Amphibious Vehicle Test Branch Bldg 210536 Camp Pendleton, CA 92054 DoDAAC: M90133 Delivery is anticipated 30 days ADC, unless alternate lead/delivery time is indicated on quotation. Inspection and Acceptance will occur at Destination within seven (7) days of receipt of all items. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Clauses The following FAR and DFARS provisions are incorporated by reference and apply to this acquisition. FAR 52.204-7 Alt 1, 52.211-6, 52.212-1, 52.212-2, 52.212-4,, 52.212-5, 52.204-10, 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.232-33, 52.252-2. DFARS 252.204-7012, and 252.232-7006. In order to be eligible for award, firms must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. FAR 52.212-2 Evaluation - Commercial Items (a)The Government will award a contract resulting from most advantageous to the Government, price, and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the items and services offered to meet the Government requirement, (ii) price, and (iii) past performance. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
