- Pre-solicitation Notice: Learning Portal Tools License This proposed contract action is for IT Learning Tool Licenses for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a sole source requirement that is proprietary to Aperian Global, Inc., 1 Kaiser Plaza, Suite 785, Oakland, CA 95612, United States. No other supplies or services will satisfy the government's needs. This is a requirement of the USDA-APHIS-MRPBS-HRD, Washington, DC 20250 for (1) GlobeSmart® - access to information on conducting business with people from over 90 countries and the GlobeSmart Profile yearly subscription licenses (2) Learning Paths - Cultural Foundations and Introduction to GlobeSmart Country Learning Paths are included in the price of GlobeSmart) yearly subscription. This notice of intent is not a request for competitive proposals. However all proposals received within 3 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether it will become necessary to conduct a competitive procurement.
