N00164-17-S-NB33 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - AFFORDABLE AND SURVIVABLE AMPHIBIOUS COMBAT VEHICLE (ACV) - FSC 10 - NAICS 332994 Issued Date 16 DEC 2016 - Closing Date 31 JAN 2017 - 3:00 PM MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFI/sources sought announcement as part of a market survey. The Government (United States Marine Corps specifically) is currently conducting an evaluation for selection of an affordable and survivable Amphibious Combat Vehicle (ACV). As part of the ACV strategy, the USMC has requested information on weapon system and associated ammunition cost, reliability, performance, and physical dimensions and attributes (mass, size, and volume) data and/or related analysis for a weapon system trade study. Access to credible cost, technical, performance, and reliability data related to potential subsystems and component solutions to an ACV is key to providing a reasonable and accurate trade study results. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. The controlled attachments will be posted to FedBizOps at the same time the RFP is posted. FedBizOps may be accessed at http://www.fbo.gov. Offerors who choose to respond are welcome to provide a demonstration of their product(s) for US Government representatives. If the demonstrations are to be outside the United States, please extend invitations to the Government 90 days prior to the event. If within the continental United States then a 45 day notice is requested. This is an opportunity for the vendor to show the performance characteristics of their equipment or munitions. NAVSEA Crane Division (NSWC-CD) may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and or site visit as deemed necessary. At no cost to the Government, responding vendors/offerors may continue technical dialogue via this market survey through the Contracting Officer after the initial response is provided. Responses to the RFI shall include the following: Submitter's Name Street Address, City, State, NINE-Digit zip code Point of Contact (POC) POC Telephone and facsimile numbers Announcement Number: N00164-17-S-NB33 At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. NSWC-CD requests offerors responses no later than 3:00 p.m. Eastern 31 January 2017. Submissions will be accepted after this date, but feedback may not be as timely or contribute to the Government's strategic planning.
