- NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO CONTRACT WILL RESULT FROM THIS NOTICE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS ACQUISITION IF NECESSARY BASED ON CHANGES IN GOVERNMENT REQUIREMENTS. This is a pre-solicitation notice for "USSOCOM Enterprise Wide Training and Exercise Program II (UETWEP II)" for US Special Operations Command (USSOCOM). USSOCOM Directorate for Force Management and Development (FMD), J7 Joint Collective Training Office (JCTO) has the responsibility to train and exercise Special Operations Forces (SOF) worldwide, and requires contracted support to implement a SOF-wide (CONUS and OCONUS), enterprise level SOF exercise program that includes training, design and execution. The contractor shall perform these services in accordance with the Performance Work Statement, and all other required regulatory guidance. This acquisition will be solicited using a Request for Proposal (RFP) under FAR Part 15, Contracting by Negotiation. A Cost Plus Incentive Fee contract is contemplated for these services. Source selection will be conducted using trade-offs to obtain best value. This acquisition has been Set-Aside for eligible certified 8(a) concerns. The North American Industry Classification System Code is 541990; and, the small business size standard is $15M. The solicitation shall be issued on or about 17 Jan 2017, posted electronically on the Federal Business Opportunity website (http://www.fbo.gov). The draft PWS and Industry Day Brief is attached to this notice. No paper copies will be issued; no telephone requests will be honored and no bidder's mailing list will be maintained. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any subsequent amendments. To be eligible for contract award, offerors must be registered at the System for Award Management (SAM) website. Please Note - The subsequent award of this requirement shall not be held up by the government waiting for a firm to be properly registered. All responsible 8(a) business concerns are encouraged to submit a proposal.
