- The Center for Disease Control and Prevention (CDC) intends to award a sole source purchase order to Professional Sports Publications., 519 8th Avenue, New York, NY 10018, to provide an opportunity to promote a cancer prevention message that garners literally millions of impressions. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 511110, Newspaper Publishers. The period of performance for date of award to 03/10/2017. Professional Sports Publications is the media organization that prepares the official program for the Superbowl. This media company will place a full-page ad (designed and produced in-house by CDC) to provide an opportunity to promote DCPC cancer prevention messages and control to a larger than normal audience. The purpose of the project is to increase traffic to the DCPC/CDC website to be able to collect metrics by analyzing visits before and after the Superbowl to the main www.cdc.gov/cancer page as well as collect online metrics from the company monitoring the project. Professional Sports Publications is the single source needed for this project and they have not licensed or authorized any other parties to perform these duties. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Professional Sports Publications. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Specialist by December 31, 2016. The Contracting Specialist will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Specialist. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
