Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The versions of provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-91 dated 9/30/2016. The Export-Import Bank of the United States proposes to purchase ratings information and research from Moody's Analytics, Inc., 7 World Trade Center, 250 Greenwich St, NYC 10007, including Credit View licenses with access to analysts. The award will be for a base year valued at approximately $240,000.00, plus four consecutive twelve month options. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Export-Import (Ex-Im) Bank of the United States' Research Library has a requirement to purchase access to Moody's rating information and research along with access to analysts for specific questions. Asset classes covered include: Non-financial corporate issuers/infrastructure & project finance, financial institutions, Sovereigns and sub-sovereigns, and Structured Finance. According to a recent US Market Participant Perception study, Moody's is the Agency most used compared to S&P and Fitch. They have over 1,700 analysts and publish over 38,000 research publications per year. Moody's is the only source for certain ratings materials. Many countries and banks have only limited coverage, and it is critical that the Bank have competing credit analysis and opinions from a diverse spectrum of independent sources. This source is complementary to the ratings content in Fitch and Standard & Poor's but provides other unique coverage and analysis not available from Fitch and Standard & Poor's or anywhere else. While at times Moody's reports are used in conjunction with other rating agency reports, many times they are the only source. Moody's provides crucial ratings materials and analytical support without which EXIM would not be able to make critical financial decisions in its dealings with sovereigns, banks, and companies. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-3 (Offeror Representations and Certifications-Commercial Items (May 2011)); 52.212-4 (Contract Terms and Conditions-Commercial Items (June 2010)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2011)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2000)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services. Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: •Provide access to Moody's Analytics Document Selection platform. •Provide access to Moody's CreditView platform, including access to analysts within a couple of working days of receipt of request. •Provide assistance finding documents as needed within a couple of working days of receipt of request. •Past performance. Technical and past performance, when combined are significantly more important than price. All responsible sources are invited to submit a proposal or quotation.
