- Request for Information (RFI) 1. This RFI is issued in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes ) and is published to obtain information for use by the Air Force Lifecycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (CCSD), Joint Base San Antonio - Lackland, Texas, for market research and planning purposes only. 2. This RFI is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation; it is only intended for information or planning purposes. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any company's ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender. Respondents to this RFI may be asked to provide additional information/details based on their initial submittals. 3. The Government is contemplating awarding one or more contracts for repair of Land Moble Radio (LMR) original equipment manufactured (OEM) by Fiber-Span, Inc. (Cage Code: 0Z4Y2), 3434 US Hwy 22 Ste 140, Branchburg, NJ, 08876 to include but not limited to the following models (FS31RC-40C-3.0, FS31FS-04-LMR, FS31BS-00-00-08, FS1FSN-4b-R,). The purpose of this RFI is to determine the ability of industry to adequately perform maintenace/repair on Fiber-Span Equipment: a. The contractor shall perform all essential repair and services necessary to restore item(s) to a serviceable condition, in accordance with the Original Equipment Manufacturer (OEM)'s specifications and drawings. Note: The Government does not own nor does it have in its possession: OEM specifications or drawings (technical data) or Government Repair Technical Orders (T.O.s) to accomplish the repair efforts. b. Essential repair is hereby defined as repair services and materials required restoring item(s) to a condition that will enable them to perform their intended function, in accordance with approved manufacturer's specifications and drawings. Essential repair will include cosmetic repair, which does not affect the items utility, and retrofitting upgrade. Any residual material from the repair services will be disposed of by the contractor. c. The contractor shall make no unauthorized modifications to the items. 4.
