Solicitation Document ****PLEASE NOTE: Review the attached solicitation document for full details of this requirement**** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL -AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-93, effective December 16, 2016 This acquisition is 100% set-aside for small business. 1352.215-72 INQUIRIES (APR 2010) Quoters must submit all questions concerning this solicitation in writing, via email, to both the Contract Specialist (Forest.Crumpler@nist.gov and joni.laster@nist.gov ) and the Contracting Officer (Lynda.Horton@nist.gov). Questions shall be received no later than three (3) calendar days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, on the question responses included in the amendment to the solicitation will govern performance of the contract. (end of provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. I.BACKGROUND The Nanophotonics Laboratory in CNST's Nanofabrication Research Group performs measurements of nanophotonic devices such as optical frequency converters, optical frequency combs, and nanolasers, and an optical spectrum analyzer is needed to measure the emission spectrum from such devices. II.CLIN STRUCTURE/CONTRACT TYPE All quoters shall provide a quotation for the following line item: •CLIN 0001 (Firm-Fixed Price): One (1) Optical Spectrum Analyzer that meets or exceeds the salient characteristics below, delivery, and warranty: III.STATEMENT OF WORK/SALIENT CHARACTERISTICS All items must be new. Prototypes, first articles, demonstration models, used, refurbished or otherwise developmental systems, will not be considered for award. This is a brand name or equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet Agency requirements. The Government has identified the Yokogawa model AQ6370D-20-L1-D/FC/RFC as a product capable of meeting the Government's needs. Any products that can meet or exceed the salient characteristics below will be considered equivalent. General Salient Characteristics: 1)The Optical Spectrum Analyzer (OSA) must be capable of being operated as a standalone unit, with its own display and front panel controls. This instrument will be used with multiple measurement setups across two different lab spaces. 2)The OSA must have a wavelength range from 600 nm to 1700 nm. The existing devices at NIST operate in different wavelength ranges, including some that operate across very large spectral ranges (e.g., from the visible out to the telecommunications range). 3)The OSA must have an absolute wavelength accuracy to be at +/-0.1 nm or better. over the entire wavelength range. 4)Must have wavelength spans ranging from 0.1 nm to the full wavelength range, as well as a zero span function. 5)Must have the ability to be able to select different resolution bandwidth values of at least the following: 0.02 nm, 0.05 nm, 0.1 nm, 0.5 nm, 1 nm, and 2 nm. This allows for flexibility in trading off measurement resolution and acquisition time. 6)A minimum sampling resolution of 0.001 nm is required to ensure that measurements have enough data points for fitting and other analysis. 7)The sensitivity level must be -90 dBm or better in the 1300 nm-1600 nm range, -85 dBm or better in the 1000-1300 nm range, and -60 dBm or better in the 600-1000 nm range. This allows NIST to measure weak signals. 8)The measurement dynamic range must have at least 70 dB when the resolution bandwidth is set to 0.05 nm and are measuring points +/-1 nm away from the peak. 9)Must be able to measure power levels of at least 20 dBm per channel. 10)Must have access to short sweep times (less than 0.5 seconds) when measuring over a spectral span of 100 nm and a sensitivity level of -70 dBm; 11)Must include a calibration light source for auto-optical alignment and auto-wavelength calibration. 12)The instrument must be able to accommodate both single mode and multimode optical fiber inputs, where the fibers are terminated in either FC/PC or FC/APC connectors. 13)Must have GP-IB and USB interfaces. 14)Must have trigger inputs and outputs. 15)Must have a video output port. 16)Must include any necessary software and drivers to remotely control the instrument.
