- Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for non-commercial Dry Battery, in accordance with (IAW) drawings 5992780 REV H, 5992782, 5992783, 7608507, and 7608631. This requirement is being issued as a synopsis for non-commercial Items in accordance with FAR 15.101-2 supplemented with additional information included in the solicitation. This requirement is for: CLIN 0001: First Article Test Report - The report shall document the results of the First Article and Factory Acceptance production testing on three (3) units in accordance with drawings and specification - 53711-7608507 and 53711-7608631. Only paragraphs 10.1;10.2.6; 10.2.6.4.2; 10.2.3.2; and 10.2.7 shall apply to FAT testing. Delivery is 60 days after contract award. Allow forty five (45) days for Acceptance. CLIN 0002: Production Units - Three thousand eighty (3080) Dry, Batteries, in accordance with (IAW) drawings 5992780 REV H, 5992782, 5992783, 7608507, and 7608631. Delivery: 90 days after First Article Test Acceptance. Allow forty five (45) days for Acceptance. Lot Samples of 20 units will be randomly selected from the production Lot for testing IAW drawings 5992780 REV H, 5992782, 5992783, 7608507, and 7608631. CLIN 0003: CDRL CLIN 1002: Option One Production Units - Three thousand eighty (3080) Dry, Batteries, in accordance with (IAW) drawings 5992780 REV H, 5992782, 5992783, 7608507, and 7608631. Delivery: 90 days after First Article Test Acceptance. Allow forty five (45) days for Acceptance. Lot Samples of 20 units will be randomly selected from the production Lot for testing IAW drawings 5992780 REV H, 5992782, 5992783, 7608507, and 7608631. There will be approximately four production runs per year, quarterly. Each individual delivery will identify which quantities will be needed for the identified production runs. The government requires the units to be produced in manufacturing lots to be delivered quarterly, due to the government resource constraints and testing requirements. The units will be delivered to four (4) different locations within the United States. CLIN4003: CDRL Offers will be evaluated on the basis of the lowest price, technically acceptable, past performance acceptable offer. In order to be considered awardable, an offer must be rated "acceptable" in every non-price factor. The solicitation number for this requirement when issued will be N00253-17-R-0006. It is anticipated that the resultant contract will be a firm-fixed price contract. The applicable NAICS code for this requirement is 335912 with a small business size standard of 1,000. FSC is 6135. This solicitation will be set aside for small business. Offers shall be FOB Destination. Restricted Drawings and Technical Information are only available by accessing Federal Business Opportunities (FBO). Drawings referenced in this solicitation are restricted by the Arms Export Control Act and are ONLY available to vendors/contractors appointed Data Custodians that are registered with Defense Logistics Information Service (DLIS) Joint Certification Program (JCP). Drawings for this solicitation will be posted to the FBO website: https://www.fbo.gov. Bidders who have registered with FBO and have registered in DLIS JCP can access this data under solicitation number: N00253-16-R-0011 once the solicitation is released. It is anticipated that the solicitation and drawings will be available for download on or around 20 January 2017. The closing date of the solicitation will be 17 February 2017, unless a later date is specified in the solicitation. The RFP will be available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from the website and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office. No telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposal may render a vendor's offer non-responsive and result in rejection of the same.
