Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W912JV-17-Q-7006 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-92. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-12-30 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Statement of Work. The National Guard - Oregon requires the following items, Brand Name or Equal, to the following: LI 001: -Snap-On P/N ULTMILKITA or equivalent. Heavy Duty Standard Diagnostic Scan Tool that is capable of diagnosing commercial and military vehicles from light duty to Class 8 trucks to include Highly Mobile Multi-Wheeled Vehicles (HMMWVs). Must have the ability to read live vehicle data from multiple vehicle component systems. It shall read active fault codes, read and clear inactive fault codes, monitor engine, transmission, brake data and view trip information. It shall have optional OEM applications that will allow to configure the fleet to operate within desired standards and protocols. Be able to view how a vehicle is operated and being driven. Must be upgradeable and also have the ability to print or transfer files to external memory. Items included with the Snap-On Military Diagnostic Scan Tool are: oHeavy duty standard software suite oOne data cable oOne 6 cell battery pack oOne screen protector oCarrying case o2 year warranty. The adapters included with the Snap-On Military Diagnostic Scan Tool are: ?9-pin Deutsch adapter ?6-pin Deutsch adapter ?OBD-II/J1962 adapter ?12-pin adapter ?3-pin Deutsch/2-pin Cummins adapter ?CAT 9-pin adapter ?NATO adapter ?HMMWV adapter ?110V AC adapter oThe software that is included with Snap-On Military Diagnostic Scan Tool are: oDDEC Suite: 6, 10, 13 (2007-2014). oDDEC Suite: DDEC II, III, IV, V v2. oDetroit Diesel MBE. oCAT ACERTTM 2.0 (2003-2009). oCAT electronic engines (1990-2003). oNavistar MaxxForce (2007-2013). oInternational Engines 2.0 (1994-2006). oNavistar Body and Chassis. oAllison Transmission Suite: Gen. 5, Gen. 4, 1k/ 2k, WTEC, CEC 1. oMeritor WABCO Suite: Air, Hydraulic, and OnGuard CMS. oBendix Air ABS. Heavy Duty Standard Suite HDS J1708, HDS J1939, OBDII/EOBD (2002-Current). o HMMWV Transmission, Light and Medium Trucks (LMT) o Enhanced Ford, GM, & Isuzu (1996-2012). *The item listed is Brand Name Or Equal*, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Oregon intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Oregon is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
