Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-032 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-92. The North American Industry Classification (NAICS) Code is 339112 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to contract on a sole source basis with Moor Instruments - 501 Silverside Road, Suite 66 - Wilmington, DE 19809 to procure the following products: 1.Catalog# MOORFLPI2 - Full Field Laser Perfusion Imager (laser speckle) comprising: 780nm imaging camera with CCD camera(motorized zoom and auto focus with and auto focus w/manual over-ride), lens cover, power supply and mains lead, USB and fire-wire (IEEE) leads for PC connection, user manual covering hardware and software operation 2.Catalog# MOORFLPI-MICROSTAND - Micro Stand. Highly stable for high resolution, desktop use. X,Y,Z manipulation of scan head The key features of the MoorFLPI-2 •Near Infra-Red laser - 785nm wavelength •Image resolution up to 10µm/pixel, w/image size as small as 5.6mm x 7.5mm •Motorized variable zoom and automatic focus, both computer controlled or manual •Perfusion unit range of 0-5000 PU •Speckle calculation based on 5 x 5 pixel array for superior signal/noise The measurement of microcirculation in organs is a critical functional endpoint in all disease models used in the lab at NICHD. The MOORFLPI2 measures microcirculation and will be essential to finish ongoing and future studies. The lab has already tested the MOORFLPI, validated for models of tissue injury and generated lots of data for our ongoing studies and fits the labs' needs. Also the MOORFLPI2 is approved by Animal Care and Use Committee for the labs' animal protocols. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the product specified in this synopsis should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due fifteen calendar days from the publication date of this synopsis or by December 30, 2016 before 10:00 am EST via email or postal mail.
