- This is a pre-solicitation notice for a requirement to secure an ocean charter transportation of goods and equipment between The Kingdom of Denmark and Thule Air Base, Greenland. The Government will post a solicitation titled "Thule Air Base Sealift" under solicitation number FA2523-17-R-0002 on or around the 3 January 2017. Offorers will have about thirty (30) days to respond to the posted solicitation thereafter. The product service code is V115. The place of performance for this requirement is in Denmark (port) and Thule Air Base (port) and areas between those two points. In accordance with The Cargo Preference Act of 1904 (10 U.S.C. 2631) preference will be given to US flagged vessels. We encourage Danish/Greenland flagged vessels to also respond to this solicitation in the event that no US flag vessels are available to handle the requirement (DFARS 247.573-2(d)(1)) or that the contracting officer determines that the U.S. -flag carrier has proposed to the government freight charges that are higher than charges to private persons for transportation of like goods (DFARS 247.573-2(d)(2)) or the Secretary of the Navy determines that the proposed charges for U.S.-flag vessels are excessive or otherwise unreasonable (DFARS 247.573-2(d)(3)). This solicitation package will culminate with the award of a Requirements type contract with a one (1) year base and four (4) one (1) year options. Lowest Price Technically Acceptable (LPTA) shall be used as the method of evaluation. The USAF is not necessarily soliciting the services of an entire vessel but will pay for the transportation of goods and equipment as defined by the different units (Historical data to come in solicitation). For analysis purposes, historical data is provided in Solicitation. This data is per "total season" and is not broken down into individual port calls to Thule Air Base or return voyage to Denmark. Historically, there have been a minimum of two port calls to Thule Air Base with return voyage to Denmark and the USAF wants to maintain this frequency. There is no minimum or maximum "cargo requirement" bound to this contract. Thule Air Base, Greenland is located at 76 320 North latitudes by 68 500 West longitudes. The base is located 695 miles north of the Arctic Circle and 947 miles south of the North Pole on the Northwest side of the island. It is the contractor's responsibility to adhere to all maritime laws and/or regulations of the Kingdom of Denmark. It is recommended that the ship's Captain be experienced in navigating in Arctic conditions and imperative that the ships equipment be able to withstand arctic temperatures.
