Description
The Department of Veterans Affairs Network Contracting Office (NCO) 15 intends to award a sole source contract to Koffel Medical Supply Inc. to ensure that patients continue to get the medical care and supplies that are needed at Saint Louis VAMC. The NAICS code is 339113 with a Classification Code of 6515. This is not a request for competitive quotes. Interested parties may identify their interest and submit capability packages no later than 3:00 p.m. CDT, December 17, 2016 to keisha.reid@va.gov. Responses received will be evaluated; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determination not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response to this notice. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3.5K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase. 1. ACQUISITION PLAN ACTION ID: VA255-23-D-0040 1A. PROJECT/TASK No. 657-17-2-1405-0058 1B. ESTIMATED AMOUNT: $60,000.00($20,000.00 per Month) 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: Home peritoneal dialysis equipment and supplies. The St. Louis VA HCS has on average 14-16 patients on Home peritoneal dialysis, this requires close monitoring, accurate supply and/or equipment deliveries to the patients home on a monthly basis. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: The Strategic Acquisition Center (SAC) has a mandatory use contract, VA119-16-A-0341, for Dialysis supplies. The current contract for St Louis VAMC is expiring on 12/31/2016 and all services will be transferred to the SAC mandatory use contract. However the current contract does not contain the necessary items that are required under the existing contract. A three month bridge contract will be put in place so critical in home services will not be interrupted while it is being determined whether the modification to the mandatory use contract to have the items added is feasible. 4. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: As stated above, the current mandatory SAC BPA contract # VA119-16-A-0341 does not have all necessary items listed that are critical to the in home services currently being provided under the current contract that is expiring on 12/31/2016. A review by the SAC to determine if these items can be added and the contract modified is being researched. 5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3.
