- Appendix G - Non-Disclosure Agreement Appendix F - Proposed Lessee’s Cover Page Appendix E - Mandatory Clauses Required by Federal Law Appendix D - Insurance Requirements Appendix C - Encumbrances and Third Party Property Interests Appendix B - Kirtland AFB 2008 Environmental Baseline Survey Appendix A - Legal Description Map and Pictures of the Property Final RFQ for Kirtland AFB EUL Kirtland AFB FBO Synopsis The Government is soliciting proposals from private and/or public entities interested in leasing all or a portion of an approximately 107 parcel on the perimeter of Kirtland AFB, NM for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the Property for commercial (non-Federal government) use and operation. Request for Qualifications (AFCEC-17-R-0001) illustrates and describes the available parcel, requirements and the source selection methodology for this proposed Enhanced Use Lease (EUL), which supports the Government's notional requirement to optimize the value of this under-utilized property in accordance with Executive Order 13327, Federal Real Property Asset Management and Air Force EUL authorities and processes. A EUL is a non-Federal Acquisition Regulation (FAR) real estate transaction executed in accordance with 10 USC 2667. This is not a FAR solicitation for products and/or services. The Government will sponsor an Industry Day to facilitate the exchange of information and the preparation of proposals. Industry Day details follow: Date and time: January 11, 2017; 0830am - 2:00pm MST Location: Phillips Technology Institute, Sunport, Sandia Room 2350 Alamo Ave. SE, Suite 100 Albuquerque, NM 87106 Participation in the planned Industry Day is encouraged but is not a prerequisite for submitting a proposal. Industry Day participants are asked to contact: Chelsea Farrell at Chelsea.farrell.ctr@us.af.mil, Lt. Col. Wayne J. Acosta at wayne.acosta.1@us.af.mil, and S. Ray Rice at steven.rice.8@us.af.mil if attending Industry Day. The Government will not reimburse respondents for any costs incurred in preparation of a response to this solicitation or attending the Industry Day. Interested sources should prepare and submit their responses, proposals and supporting information in accordance with AFCEC-17-R-0001. Responses are due no later than 5:00 PM Central Time on 15 February 2017.
