Description
The United States Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of FAR 6.302-2, Unusual and Compelling Urgency, with CB&I Federal Services, L.L.C., to provide on-site support services to the EPA's, Office of Ground Water and Drinking Water (OGWDW), Standards and Risk Management Division (SRMD), Technical Support Center (TSC), under the contract entitled Analytical Laboratory Support for the Technical Support Center for OGWDW/SRMD, contract EP-C-12-013. The sole source negotiations are for a 3-month extension on a Firm Fixed Price basis for the performance period from February 1, 2017 through April 30, 2017. The EPA OGWDW/SRMD/TSC requires the contractor to provide on-site technical and regulatory support services to the SRMD in OGWDW for the development of analytical methods for the sampling of drinking water through exploratory and innovative activities. The TSC is tasked with assuring that the drinking water provided to all Americans is of sufficient quality to protect the public health. Contract EP-C-12-013 with CB&I Federal Services, L.L.C., currently ends January 31, 2017. The 3-month extension is necessary due to unforeseen circumstances which is delaying the timely award of the follow-on contract. Due to the urgency, CB&I is the only responsible source able to perform this 3-month effort due to its combination of expertise, knowledge, familiarity with the ongoing projects, as well as its immediate availability to continue the work. Very important components of the activities performed support the operation of an on-site chemical and microbiological laboratory. CB&I's personnel have already passed the Agency's strict Security Requirements and has physical access to the TSC. Additionally, any potential lapse in work coverage would seriously impact on-going regulation development, cause unnecessary duplicative efforts and cost, and jeopardize critical laboratory projects which could harm the public health. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date for this modification to the existing contract is between January 17, 2017 and January 31, 2017.
