- RFQ document The Centers for Disease Control and Prevention (CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID) requires an award of a purchase order to Biocare Medical LLC in Concord, California on the basis of firm-fixed for Mach 4 Universal ALP detection kits and Background Punisher from BioCare Medical as follows: 30 each, Mach 4 Universal ALP Kits and 6 each Background Punisher plus shipping. Delivery shall be FOB Destination as follows: Centers for Disease Control and Prevention; NCIRD/Bldg 18; 1600 Clifton Road; Atlanta, GA 30329-4018. Due to the shelf life delivery of kits shall be every two months as follows: 10 units by 1/6/2017; 10 units by 3/6/2017; and10 units by 5/6/2017. Delivery of background punisher shall be: 1/6/2017. Pursuant to, FAR 13.106 (b) (1), Soliciting from a single source, (1) for purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. It has been determined this is the specific formulation of an alkaline phosphatase based polymer system used in immunohistochemistry that NCEZID's Clinical Laboratory Improvement Amendments (CLIA) approved protocols incorporate. NCEZID cannot substitute any other alkaline phosphatase system without extensive validation which would put an undue financial and time burden on NCEZID laboratory; therefore, award of a Firm-Fixed Price purchase order to Biocare is being contemplated in accordance with FAR Part 12 and in conjunction with FAR Part 13 with applicable Sub-Part. However, any responsible source who wishes to be considered may submit a capability statement addressing the requirements of this RFQ for our review prior to the RFQ closing date.
