The PURPOSE of this Request for Comment (RFC) is to provide an opportunity for the industry and stakeholders to review, comment and suggest areas for clarification on the attached 'DRAFT' Performance Work Statement (PWS) for a Patient Call Communication System Solution including IT/Phone/Wireless Infrastructure, Nurse Call Hardware, Cabling, Wireless Devices, Software, Implementation Services and Continuous Maintenance Support for the NIH Clinical Center. The 'DRAFT' Performance Work Statement (PWS) may lead to a formal solicitation for potential offerors. THIS IS A REQUEST FOR COMMENT (RFC) ONLY. It is NOT a Request for Quotation (RFQ), Request for Proposal (RFP), a Solicitation, nor is it an indication that the National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) will contract for the goods and services contained in the 'DRAFT' Performance Work Statement (PWS). The NIH CC OPC would like to take this opportunity to obtain information from interested parties regarding the attached 'DRAFT' Performance Work Statement (PWS) for this project. The Government anticipates a Performance Based award of a one 12-month Indefinite Delivery/Indefinite Quantity (IDIQ) Type Contract with four 12-month option periods to extend the effective Period of Performance to allow for the issuance of Firm-Fixed Price Delivery Orders/Task Orders. The award shall not exceed 60 months if all options are exercised. THE GOVERNMENT RESERVES THE RIGHT TO RESPOND OR NOT RESPOND TO ANY INFORMATION PROVIDED IN RESPONSE TO THIS REQUEST FOR COMMENT (RFC). In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Responses to this request are strictly voluntary and the NIH will not pay respondents for information provided and the Government reserves the right to respond or not respond to any information provided in response to this RFC. If a Solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This Request for Comment (RFC) to the Performance Work Statement (PWS) does not restrict the Government's acquisition approach on a future Solicitation.
