- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with the University of Texas at Austin for the acquisition of a Construction Industry Institute (CII) Membership to be used by the NIST Engineering Laboratory (EL). ***** Sole source determination is based on the need to acquire a membership that will allow EL the ability to participate in CII's conferences, workshops, and education modules; provide input to topic selection and the prioritization process for the CII Board of Advisors; and collaborate with leading industry, government, and academic institutions on key industry issues. Also, CII membership allows for reduced costs, shortened delivery time as well as improved quality and safety for the construction industry. The CII is the only source for this type of membership. It provides a unique opportunity to collaborate with leaders of industry in defining research needs, conducting collaborative research, and delivering results to practice. It is a NIST-approved institutional membership. Furthermore, The University of Texas at Austin holds the exclusive right to provide membership to CII. *****The North American Industry Classification System (NAICS) code for this acquisition is 813920. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by December 26, 3:00 p.m., EST will be considered by the government. Responses shall be submitted via email to amber.gray@nist.gov.
