- This is a sole source announcement by the Space and Naval Warfare Systems Center, Pacific (SSC Pacific). Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. No hard copy request for quotation will be prepared or made available for distribution. SSC Pacific intends to award a firm fixed price contract to AT&T Government Solutions, Inc; 1900 Gallows Road, Vienna, VA 22182-3865. This is a follow-on acquisition for the continuation of services and sustainment of the enterprise US Navy 911 Routing and Management Service (911-RMS), deployed throughout the Continental United States (CONUS), Command Navy Region Hawaii (CNHR), and Command Joint Region Marianas (CJRM). CONUS is comprised of Command Navy Region Southeast (CNRSE), Command Navy Region Southwest (CNRSW), Command Navy Region Northwest (CNRNW), Commandant Naval District Washington (CNDW), and Command Navy Region Mid-Atlantic (CNRMA), and the bases therein. The services also include continued access with no break in 911-RMS coverage at all Navy Regions with an effective telephone emergency system to communicate with trained emergency call taking/dispatch and response personnel. The applicable NAICS code is 517110, and the Small Business Size Standard for no. of employees is 1,500. No solicitation will be posted. However, all responsible sources may submit a capability statement or proposal. All responses to this sole source announcement must be received within 15 days from the date of this advertisement and may be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducted in accordance with FAR Part 12. Questions submitted by phone or fax will not be considered. No hard copy request for proposal will be prepared or made available for distribution. Responses are due by 30 December 2016 at 12:00PM PST.
